Rates of state fees for the granting or renewal of a numbering license for one year based on point 15 of Annex 3 to the State Fees Act:

1. Short numbers

In the case of changes to the numbering licenses for the types of numbers referred to in points 2, 3, and 6 (an increase in the number of digits), the state fee for the added numbers shall be paid based on the rates set out in point 15 of Annex 3 to the State Fees Act in proportion to the number of whole months remaining until the expiry of the corresponding numbering license.

Refund of the State fee:

A person who has paid a state fee has the right to request the state fee's refund from the person who has collected the state fee in the cases specified in subsection 15 (1) of the State Fees Act.

To obtain a refund of the state fee, an application for the state fee's refund must be submitted to the Consumer Protection and Technical Regulatory Authority.

A frequency license gives the right to use radio frequencies under the Consumer Protection and Technical Regulatory Authority conditions. A frequency license is also a radio license for watercraft or aircraft and an amateur radio station license.

The database of issued frequency authorizations is located in the register of economic activities.

A formal application must be submitted to the Consumer Protection and Technical Regulatory Authority to obtain a frequency license.

Suppose a person applies for a frequency license for the use of radio frequencies for broadcasting purposes. In that case, the application must be accompanied by a broadcasting license or a written agreement with the broadcaster holding the broadcasting license to broadcast its program.

The Consumer Protection and Technical Regulatory Authority shall inform the applicant for a frequency authorization within one week of receipt of applying any deficiencies in the application. They shall set a time limit for the shortcomings to be remedied.

Before the granting of a frequency authorization, the Authority shall, in writing or, with the agreement of the applicant, by electronic means, inform the applicant of the following restrictions:

  • the definition of the technology for which the right to use radio frequencies has been granted.
  • the purpose for which the radio frequencies are to be used, the type of use, and the area or place of use
  • the requirements for efficient and effective use of radio frequencies
  • technical conditions for the use of radio frequencies
  • technical conditions for the avoidance of harmful interference
  • requirements deriving from an international agreement

Restrictions will be notified, together with the reasons for their implementation.

To obtain a frequency license, the applicant must pay a state fee within five working days of being notified of the state fee.

The fee is paid per the State Fees Act.

For the issue or renewal of an amateur radio station license for up to 5 years €10.

Transport

A state fee is payable for the entry of a railway installation in the register of railway traffic:

  • EUR 80 for a railway installation located on a railway line designated for public use;
  • EUR 80 for a railway installation on a non-public railway.

A state fee of EUR 32 is payable for changing the registration of a railway installation.

For a certificate of registration of a railway when registering a railway, a state fee of EUR 64 is charged.

A state fee is payable for the entry of a railway vehicle in the register of railway traffic:

  • 320 for a locomotive;
  • EUR 320 for a wagon;

  • A fee of EUR 80 is payable for changing the registration of a railway vehicle.
  • The issue of a certificate of registration for a railway vehicle on its entry into the register shall be subject to a fee of EUR 64.

  • for the initial placing in service of a vehicle, if the vehicle does not meet the TSI, EUR 4160;

Fees rates:

  1. The fee for the examination of an application for a permit to handle explosives is EUR 290;
  2. The fee for the examination of an application for a permit to operate an explosives and pyrotechnic articles facility is as follows:
  • €1,030 if the facility is also a category A major-accident facility within the meaning of the Chemicals Act;
  • EUR 900 if the facility is at the same time a category B major-accident facility within the meaning of the Chemicals Act;
  • EUR 640 if the facility is at the same time a Category C establishment within the meaning of the Chemicals Act;
  • EUR 385 in the case of a facility not covered by points 1 to 3.

3. A state fee of EUR 250 is payable for the examination of an application for a more dangerous explosive ordnance disposal permit;

4. A state fee of EUR 65 shall be charged for the examination of an application for the extension of the validity of a dangerous explosive ordnance disposal permit;

5. A fee of EUR 130 shall be charged for the examination of an application for a transfer license;

 6. for the examination of an application for a certificate of competence of a person working in the field of explosives, a fee of EUR 130 shall be charged;

7. a fee of EUR 130 shall be charged for the examination of an application for a certificate of competence for a pyrotechnic technician and pyrotechnic article handler;

8. For the issue of a duplicate of the certificate of competence, a fee of EUR 65 shall be charged;

9. For the renewal of the certificate of competence, a fee of EUR 65 shall be charged;

10. For examining an application for a pyrotechnic article handling license, a fee of EUR 130 shall be charged.

A fee is payable for the processing of an application for a permit:

  • For examining an application for a category A major-accident establishment permit, a fee of EUR 1030 is payable.
  • A fee of EUR 900 is payable for the examination of a category B major-accident hazard business license.
  • A fee of €640 is charged for examining an application for a permit to operate a dangerous establishment.

When a state fee is paid, the name of the act for which the state fee is paid or a reference to the provision of the State Fees Act setting the state fee rate is indicated on the payment document.

There is no fee for changing the details of an economic activity notice online and submitting a notice of withdrawal from economic activity. Otherwise, a fee of €10 is payable for amending the details of notification of economic activity.

Reimbursement of state fees

To obtain a refund of the fee, the person entitled to the refund (usually the person who has paid the fee) must submit a written request. The application may be made in a free form or a prescribed form:

The application must contain the following information:

  • the name, surname, and personal identification number of the natural person who has paid the fee, or, in the absence of such a number, the date of birth of the person, or, in the case of a legal person, the name and registration number of the legal person;
  • the name of the bank and the payer's account number from which the payment was made, if the fee was not paid in cash;
  • the date of payment;
  • the name of the authority which collected the fee;
  • place of receipt of the fee (name of the bank, account number, reference number);
  • the name of the operation for which a refund of the fee is sought, the amount of the fee, and the basis for the refund;
  • the place where the refund is to be made (name of the bank, account number, name of the holder of the account, and personal or registration code);
  • the date of submission of the application and the signature of the applicant.

A refund of the fee may be requested up to two years after the end of the year when the fee was paid.

The fee shall not be refunded if the person who paid the fee or the person on whose behalf the fee was paid cannot be identified.

The fee is refundable in whole or in part if:

  • the amount of the duty has been overpaid;
  • where the fee has been paid to the wrong person or for an act which was not requested;
  • the request or application is rejected;
  • where the fee has been paid by a person who is exempt from payment of the fee;
  • where the person withdraws the application for action before the application has been examined;
  • there are other statutory grounds.

The decision on the refund of the state fee will be taken, and the state fee refunded within 30 calendar days from the date of receipt of the request.

A copy of the refund/refusal to refund decision shall be forwarded to the person who paid the fee. If the application was accompanied by a document certifying the fee's payment, it should be returned together with a copy of the decision.

An application for a refund of the application fee will not be examined if:

  • there is no information on the payment of the fee;
  • there is no information concerning the payment of the fee, or there is no information on the application;
  • the application for repayment of the fee is time-barred.
