Amateur radio stations

An Amateur Radio Station is a set of radio equipment that an amateur radio operator may use for amateur radio communications under established amateur radio legislation.

A personal-use amateur radio station is a radio station owned by a natural person and used exclusively by that person for amateur radio transmissions.

A club amateur radio station is a radio station owned by a legal person or by a radio club or a radio amateurs' association registered in the Estonian Radio Amateurs Union (ERAU). A club station may be used by more than one radio amateur for amateur radio transmissions.

An amateur repeater is a radio station operating automatically on a specific frequency or frequencies, located at a fixed geographical coordinate or in the open cosmos, which transmits in real-time or via a cache device, verbal or digital transmissions received from radio amateurs.

An amateur radio beacon is an automatically operating radio station that is used to assess radio propagation conditions in the radio bands designated for amateur radio transmissions, measuring the field strength when tuning antennas; or as checkpoints in a radio orienteering competition (amateur radio beacon set).

The qualification class assigned to an amateur radio operator is the basis for applying for an amateur radio station license.

The qualification classes for amateur radio are:

  1. class A;
  2. class B or introductory class;
  3. class D, or entry-level.

Recognition of foreign qualifications

The Consumer Protection and Technical Regulatory Authority (CPTRA) shall issue an amateur radio operator with a HAREC qualification, on application, an amateur radio station work permit to work in the Republic of Estonia with the privileges of qualification class B, or with the privileges of qualification class A, after certifying his/her qualification.

An amateur radio operator holding a NOVICE or ENTRY qualification according to CEPT Recommendation ECC/REC 05-06 or CEPT/ECC Report No 89 shall be issued by the Authority, on application, an amateur radio station license to operate in the Republic of Estonia with Class D qualification privileges.

Applying for a license

An applicant for an amateur radio station license shall submit an application for an amateur radio station license in CPTRA Information System adding, if necessary, the following documents:

  • a document certifying the qualification of an amateur radio operator or a document certifying the qualification of a responsible supervisor in the case of an application for an operating license for a club amateur radio station, amateur repeater radio station, amateur radio beacon, or radio orienteering amateur radio beacon set;
  • the written consent of the legal representative of the amateur radio operator if the applicant is under 16 years of age;
  • a letter of recommendation from the ERAU for the appointment of a responsible supervisor, together with the accountable supervisor's written agreement for the application for an amateur radio set, amateur radio beacon, or amateur radio touring set license.

In case the application can not be submitted to the CPTRA-s Information System it can be sent electronically to [email protected] or on paper to Consumer Protection and Technical Regulatory Authority at Endla 10a, 10122 Tallinn.

CPTRA shall inform the applicant for an amateur radio station license within one week of receipt of any application deficiencies. It shall set a deadline for the shortcomings to be remedied.

CPTRA shall start processing the application for a license upon the submission of the application in the correct form, together with all the necessary documents and payment of the state fee.

CPTRA shall decide on the issue of a license by the OHIM within 15 working days of the submission of the application in the form and all the necessary documents.

The period of validity of an amateur radio station license is five years unless the applicant requests a shorter period.

The issue of an amateur radio station license may be refused if:

  • the amateur radio station is intended to be used in the area where the CPTRA's fixed technical surveillance equipment is located;
  • false declarations have been made, or all the required documents have not been submitted.

The Authority will issue an amateur radio station license on an internationally recognized form and sends it to the applicant by post or delivers at CPTRA-s office at Endla 10a, Tallinn.

The decision on the granting of the license shall be available on the CPTRA's Information System.
