Submission of a statement

You must first file a complaint with the trader if you have a complaint about a purchased product or service. The trader is obliged to respond to your request within 15 days. Only if the trader does not respond or you do not reach an agreement can you file the consumer dispute with the Committee.

The statement must be in Estonian and signed. The statement must include a specific request for the trader. The request must state your specific proposal on what the trader should do to resolve the dispute.

Your contact information, telephone number and e-mail address are definitely required to provide the information needed to review the trader's response and other statement information.

Details in the statement and accompanying documents. In the statement, you must describe in detail the dispute with the trader, the problem and what you are claiming. You must prove your allegations and attach them to the statement. The previously made claim to the trader and the trader's response must also be attached.

A faster and easier way to apply is by identifying yourself electronically through the web-based E-Services environment.

NB! From 01/02/2021, it is not possible to enter the JVIS system with bank passwords. Please use alternative methods to log in (ID card, Mobile ID, etc.).

We recommend that JVIS users use the Chrome browser when entering the system.

We recommend using .docx, .xlsx, .pdf, .jpg, or .png file types when adding attachments.
Files must be smaller than 5 MB.

Juhul, kui Te soovite lahendada vaidlust kauplejaga, kes ei ole registreeritud Eestis, vaid mõnes muus Euroopa Liidu liikmesriigis, pöörduge EL tarbija nõustamiskeskuse poole. Komisjoni pädevuses ei ole lahendada vaidlusi, mis on tekkinud väljaspool Eestit registreeritud kauplejaga.

If you want to resolve a dispute with a trader who is not registered in Estonia but in another EU member state, please contact the EU Consumer Center. The Commission is not competent to resolve disputes that have arisen with a trader registered outside Estonia.
