The following number types are used in Estonia:
- telephone numbers;
- mobile telephone numbers;
- 800 service numbers (freephone service numbers);
- 900 service numbers (premium rate service numbers);
- M2M mobile telephone numbers (machine-to-machine communication numbers);
- e-fax service numbers;
- personal numbers (communication service number selected by customer)
- short numbers (3-, 4- and 5-digits).
The Consumer Protection and Technical Regulatory Authority database contains numbers in use in Estonia, along with information on which telecommunications company the number has been issued to. The database does not contain data on the end users of the numbers (names or contact details).

To use a telephone or mobile phone service, a private person must contact a telecom operator, with whom a communications service contract must be concluded in order to use the telecom service, and the telecom operator will allocate a telephone or mobile phone number to the customer.
If the person does not want a contractual relationship with a telecom company, it is also possible to purchase a prepaid calling card to obtain a mobile phone number and use mobile services.
The Consumer Protection and Technical Regulatory Authority issues numbering licenses for the use of numbering to communication service providers (telecom companies) and to providers of other services (content services) using communication services. Numbering licenses are issued only to self-employed or legal persons, to an undertaking, an institution, or an organization. Numbering licenses are not issued to private individuals.

Calls to 800-series service numbers are free for consumers.
Calls to 3-, 4- and 5-digit short numbers may be free for consumers, at a standard price or at a premium rate. The relevant information can be found in the price lists on the websites of telecommunications companies.
Calls to 900-series service numbers are at a premium rate for consumers.
When calling a short number or a 900-series service number, an automated notification of the price of the content service must be heard within the first 10 seconds. The price of the content service may not be applied during the notification.
Price notification is not required in the case of a vote, competition, consumer game or donation collection conducted via real-time media, the price of which is announced directly to the caller together with the service number via the same media. In this case, the special tariff applies from the first second of the call.
900-series service numbers are also used as donation numbers. When calling a donation number, the caller must listen to the price announcement until the end for the donation to take effect, as the donation amount is only deducted at the 11th second of the call.
Estonian call service numbers are for domestic use; calls from foreign countries are not possible. A customer of a foreign communications operator in Estonia can call Estonian call service numbers that are fixed in roaming agreements between operators, if his home operator allows calling and in accordance with the price list established by the home operator.
An undertaking which receives notifications, declarations of intent, or other communications relating to the performance of a contract from its customers utilizing a short number or a service number may not, according to Section 28¹(3) of the Law of Obligations Act (LOA), charge the consumer an additional fee for the call. Agreements deviating from this are void under section 28¹(4) of the LOA. When organizing its service, the operator, in cooperation with the telecommunications operator, must ensure that the consumer called on a contractual matter is provided with a call at the basic tariff or free of charge. The basic tariff is to be understood as the charge for making a call to a ordinary fix or mobile telephone.
The telecom operator's fee for calling a short number and a 900-series service number may not be higher than the caller's package-based domestic telephone or mobile phone number. In other words, the end user is only subject to the service provider's premium call or minute rate, which the end user is informed about at the beginning of the premium rate service call.
A harmonized service number with social value is a six-digit, pan-European short number in the 116 numbering range. Uniform six-digit short numbers have been introduced across Europe for the provision of services of social value, meaning that the same numbers are used for the provision of similar services in all European Union countries.
The table shows the specific numbers permitted for use and the services for which the numbers can be used. Calls to the numbers of harmonised services of social value are free of charge for the consumer.
