Registration of Maritime Accounting Authorities

For the registration of Maritime Accounting Authority (hereinafter Accounting Authority) an application for registration of the Accounting Authority shall be submitted to the Consumer Protection and Technical Regulatory Authority (herein after CPTRA).

The valid letter of authorisation shall be attached to the application in case when the person liable for undersigning delegates this liability to another person.

CPTRA decides registration or non-registration of the Accounting Authority within one month as of the submission of the application. 

CPTRA registers the Accounting Authority and issues the Accounting Authority Identification Code (herein after AAIC) in compliance with the procedure established by ITU-T Recommendation D.90.

After registration CPTRA notifies the ITU Radiocommunication Bureau of the new registered Accounting Authority, submitting necessary data concerning registration. This information is inserted into the Maritime Mobile Access and Retrieval System (herein after MARS) and the whole information is published together with ITU List of Ship Stations. Recognition of the Accounting Authority of foreign company 

For the recognition of the Accounting Authority based in another country a free format application shall be submitted to CPTRA.

CPTRA via MARS database verifies whether the Accounting Authority, applying for recognition is registered and issued the AAIC in its native country. 

Before the recognition of the foreign accounting authority CPTRA notifies this fact to the Administration of the country in which the accounting authority is based and ask for confirmation of its AAIC and accuracy of data provided. 

After confirmation of the Administration of the home country of the Accounting Authority, CPTRA sends the recognition to the Accounting Authority by electronic means or by post. 

After that CPTRA notifies ITU of the foreign Accounting Authority recognised in Estonia, sending to ITU Radiocommunications Bureau data concerning recognition of it. 

The Consumer Protection and Technical Regulatory Authority publishes data concerning registered and recognised Accounting Authorities on its website.
