According to the application for a superficies licence submitted by Sunly Wind OÜ on 15 July 2021 and amended on 2 September 2024, 46 wind turbines, a substation and submarine cables are planned for the Saare 7 area. According to the application, the height of the wind turbines is up to 165 m above the water level and the diameter of the rotor is up to 264 m. The capacity of each wind turbine is up to 15 MW, the total capacity of the offshore wind farm is 552 MW. The maximum area to be encumbered by the offshore wind farm is approximately 158,9 km².
All interested parties can submit competing applications for the area to the CPTRA within 60 days, i.e. no later than 18 March 2025 at 11.59 p.m. The CPTRA will carry out a conformity assessment of the competing applications pursuant to subsection 2 of § 1139 of the Building Code. If more than one application meets all the required aspects, the CPTRA will organise an auction and the applicants whose applications are considered to meet the aspects can participate in the auction. On the basis of the winner's application, the superficies licence procedure will be initiated.
Before building a wind farm, an environmental impact assessment must be carried out, during which the exact number of wind turbines, parameters and the total capacity of the wind farm will be determined. The notice published regarding the intention to initiate superficies licence procedure for the Saare 7 area, together with location drawing, can be found on the website of the CPTRA.
The CPTRA is responsible for processing applications for superficies licences and issuing building and operating permits for offshore wind farms. At present, the CPTRA has announced the winners of four auctions for the sea area and has initiated the superficies licence proceedings and environmental impact assessment for offshore wind farms 11 times, also one environmental impact assessment report has been approved. The CPTRA is committed to ensuring that offshore wind farms are built in an environmentally friendly manner and in compliance with all construction regulations.
