The winner of the auction can commence with the development of an offshore wind farm in the Saare 1 sea area, which is located approximately 60 km to the west of the island of Saaremaa and the size of the area is 88,0 km².
The auction started on 21 January 2025 at 12 p.m., Estonian time, and ended on 23 January 2025 at 12 p.m.
According to the application for superficies licence submitted by Oxan Energy, up to 60 wind turbines with a total capacity of up to 900 MW are planned to be erected in the Saare 1 sea area. Superficies licence proceedings together with an environmental impact assessment will commence in relation to the winner of the auction within 90 days from the confirmation of the winner. The CPTRA will issue a decision to refuse to initiate superficies licence proceedings in respect of other competing applications

The CPTRA is responsible for processing applications for superficies licences and issuing building and operating permits for offshore wind farms. At present, the CPTRA has announced the winners of four auctions for the sea area and has initiated the superficies licence proceedings and environmental impact assessment for offshore wind farms 11 times, also one environmental impact assessment report has been approved. The CPTRA is committed to ensuring that offshore wind farms are built in an environmentally friendly manner and in compliance with all construction regulations.
