Deep Wind Offshore AS won the auctions for Saare 2.1 and Saare 2.2 sea areas held in June of this year.
Deep Wind Offshore AS is an international developer of offshore wind energy with projects in Norway, Sweden and South Korea. The company aims to build offshore wind farms with a capacity of 10 GW by 2032. The mission of Deep Wind Offshore AS is to give local communities the opportunity to use offshore wind. The owners of the company are Knutsen OAS, Haugaland Kraft, Sunnhordland Kraftlag, and Octopus Energy.
According to the applications for superficies licence submitted by Deep Wind Offshore AS, up to 104 wind turbines with a total capacity of up to 1560 MW and up to four offshore substations are planned for the Saare 2.1 sea area, and up to 56 wind turbines with a total capacity of up to 840 MW and up to two offshore substations are planned for the Saare 2.2 sea area. Saare 2.1 and Saare 2.2 sea areas are located in an area west of Saaremaa suitable for the development of wind energy according to the Estonian maritime spatial plan. The size of the Saare 2.1 area is 163.8 km2 and the size of the Saare 2.2 area is 88.5 km2.
Following the initiation of the superficies licence proceedings and environmental impact assessment, Deep Wind Offshore AS can start preparing the environmental impact assessment programme, which must be submitted to the CPTRA within 18 months, and the environmental impact assessment report, which must be submitted within 24 months after the decision to approve the environmental impact assessment programme as meeting the requirements. Once the report is approved as meeting the requirements, the superficies licence can be issued, and the developer can begin applying for a building permit after completing the design work.
The CPTRA is responsible for processing applications for superficies licences and issuing building and operating permits for offshore wind farms. At present, the CPTRA has announced the winners of four auctions for the sea area and has initiated the superficies licence proceedings and environmental impact assessment for offshore wind farms 11 times. The CPTRA is committed to ensuring that offshore wind farms are built in an environmentally friendly manner and in compliance with all construction regulations.
