3. based on § 13(1) of the Information Society Services Act, because the information distributed on the website incites hatred, violence or discrimination due to citizenship, ethnic origin, language, religion or other circumstances specified in § 12 of the Constitution of the Republic of Estonia, incites war or justifies war crimes and is necessary for the state to ensure security.
